Is ther such a thing as a flat rate licence for the small webcaster,or who is the cheapest around at the moment...

As far as we understand you cant choose who you get your license from.

Is the licence from the country of upload (ie where the server is ie USA/UK ) or where you broadcast from, ie Dublin Ireland,..London UK .

As far as we know its the country where your listeners are based. To get clarification you should contact the relevant authorities in the UK. There is some more info here in the FAQ's :

Thanks for the replies we got fixed up here in Ireland with IMRO/MCPS our version of the PPL ..So should be covered ...And ps Every city / Country has a Kiss (or should have) Thanks again
