Legality Music/Broadcast Licence

ok suppose i use loudcity to broadcast my station to say 20 listeners for say £35 that includes royalties and licencing would that licence belong to the station or the broadcast. what then if the same licenced station or broadcast was then rebroadcast by someone who is or is not connected to the radio station using servers that offer unlimited listners bandwidth etc
