Help with Licensing...please...

I run a small social networking site (for one Asian community) from the UK.
I would like to add an online streaming feature where members can listen to Asian songs (Non-English) while they visit the site. I do not intend to advertise via this radio stream; thus there will be no revenue generated via that.

1. what license do I need?
2. Even-though non of the artists live here in the UK, how does the license help them? (I understand the license is meant to safeguard the artist interest)
3. What is the cheapest option available in terms of licensing, for me? (If it is going to cost me lots then I would not do this.)
