fallback file?

My client wants their stream to play a short (1.5 minute) teaser in a loop leading up to their live broadcast... I was assuming that the fallback file would do this, (i.e. I was assuming that if I uploaded a fallback file it would play in a loop for as long as my source was not connected... I've uploaded a 192 kbps, 44kHz 2 channel mp3 file, but it doesn't seem to be doing anything (i.e. not playing when source is not connected)... do I need to activate autoDJ for this to work or am I missing something else?
