Could i Change Listeners and Bitrate

Hi there is it possable to change my bitrate to 48 and the listener peak to 20 worked it out to be the same amount of cash per month just that im never near the peak at this time but we have had a few changes over the last few weeks and we hope it picks up again in the near future so if its possable could this happen.
